How to Choose a Cannabis Flower Packaging Machine
Automating cannabis flower packaging is not simply a matter of replacing an operator with a faster machine. Flower is lightweight, irregular in shape, easy to break, and expensive to overfill. The same equipment may also need to pack several target weights and multiple pouch sizes during one production week.
A machine that performs well with small, dense buds may struggle with large, loose flower. A pouch that opens easily by hand may not run reliably through an automatic packing machine, especially when it uses a stiff child-resistant zipper.
That is why machine selection should not begin with the highest speed printed on a brochure. It should begin with your actual flower, package, target weights, and production process.
This guide focuses on dried cannabis flower, CBD flower, buds, and milled shake. CBD oil, concentrates, powders, and pre-rolls require different filling or handling equipment.
Define Your Flower and Package Requirements First
“Cannabis flower” does not describe one consistent material. Bud size, density, moisture, surface condition, and the amount of loose shake can all affect feeding and weighing performance.
Before requesting a quotation, provide the machine supplier with the following information:
- Whole buds, small buds, loose flower, or milled shake
- Minimum and maximum bud size
- Approximate bulk density
- Moisture level and flow behavior
- Acceptable flower breakage
- Target package weights
- Required weight tolerance
- Number of products and package sizes
- Current daily volume
- Expected production growth
Common retail weights may include 1 g, 3.5 g, 7 g, 14 g, and 28 g. At low target weights, a single bud may represent a large portion of the total package weight. The feeding system must therefore deliver small, controlled amounts to the weighing hoppers instead of releasing large batches at once.
The most reliable selection process includes a test using your actual product. Where shipping the actual flower is not legally practical, work with the supplier to select a representative product with similar size, density, fragility, and flow characteristics.
Product testing should measure more than whether the machine can reach the target weight. It should also evaluate:
- Achievable speed
- Average and maximum weight deviation
- Number of incomplete combinations
- Flower breakage and shake generation
- Product remaining inside the hoppers or chutes
- Cleaning time after the test
A short test video showing only a few successful packages is not enough. Request a continuous run with recorded weight results.
Choose the Package Format Before Selecting the Machine
Premade pouches, jars, and rollstock bags require different packaging equipment. Choose the package based on your product positioning, protection requirements, production volume, and local packaging rules before selecting the machine.

Premade Pouches
An automatic premade pouch machine picks up each pouch, opens it, receives the weighed flower, seals the top, and discharges the finished package.
This format works well for stand-up pouches, flat pouches, Doypacks, and many zipper pouches. It also allows brands to purchase printed packaging in advance and change pouch designs without changing rollstock on the machine.
The pouch itself must still be tested. Important details include:
- Pouch width and length
- Material structure and thickness
- Available filling opening
- Zipper position
- Zipper opening force
- Bottom gusset design
- Heat-sealing area
- Surface finish and pouch stiffness
Child-resistant pouches require particular attention. A closure that is intentionally difficult to open may also be difficult for an automatic zipper-opening device. The machine may require a customized opening mechanism, additional detection, or a lower operating speed.
Do not approve a pouch based only on its dimensions. Send production-grade pouch samples to the equipment supplier before the machine design is finalized.
Jars and Rigid Containers
Jars provide better physical protection for large or premium buds, but they require more downstream equipment. A complete jar line may include container unscrambling, weighing and filling, capping, induction sealing, labeling, coding, and inspection.
Jar tare weight can also vary. If net-weight verification is required, the supplier must explain how the line accounts for container-weight variation.
VFFS Bags
A vertical form fill seal machine makes each bag from rollstock film. It can reduce packaging-material and handling costs at higher volumes, but it does not provide the same appearance or closure options as many premade pouches.
VFFS may be suitable for bulk flower, lower-cost products, or operations that prioritize output over premium pouch presentation. It should not be treated as an interchangeable replacement for a rotary premade pouch machine.
Prioritize Weighing Accuracy and Gentle Product Handling
The weighing system is the core of the packaging line. The pouch machine cannot correct an inaccurate portion delivered to it.
Multihead Weigher or Linear Weigher?
A multihead weigher distributes flower among several weighing hoppers and selects the hopper combination closest to the target weight. It is generally the stronger option when a producer needs:
- Higher output
- Several target weights
- More consistent portions
- Lower product giveaway
- Automatic operation with a pouch or jar line
A linear weigher feeds product into one or more weighing hoppers until the target is reached. It may be appropriate for lower output, a smaller equipment budget, or a simpler semi-automatic operation.
The number of weighing heads alone does not determine performance. Hopper capacity, vibration control, load-cell resolution, software, product distribution, and discharge design all matter.
Ask What “Accuracy” Actually Means
A supplier may quote an accuracy such as ±0.1 g, but that number needs context. Ask:
- Was the result achieved with actual cannabis flower?
- At which target weight was it tested?
- What production speed was maintained?
- Is the figure an average deviation or maximum deviation?
- How many packages were included in the test?
- Were underweight packages excluded from the reported result?
Speed and accuracy should be tested together. A machine may produce a good weight result when running slowly but become less consistent when pushed to its advertised maximum speed.
You should also distinguish two separate functions:
- The multihead or linear weigher controls the portion delivered.
- A checkweigher inspects the finished package and rejects units outside the preset range.
The checkweigher provides an additional control point, but it does not improve the original weighing process. Pouch or container tare variation must also be considered when verifying net content from a sealed package.
For U.S. projects, buyers should confirm whether legal-for-trade or other metrology requirements apply to the weighing equipment in their jurisdiction. Protect the Flower During Transfer
Every unnecessary drop or uncontrolled vibration can increase breakage and shake generation. Useful design features may include:
- Controlled feeding vibration
- Small-capacity weighing hoppers
- Reduced transfer heights
- Smooth product-contact surfaces
- Customized collection chutes
- Adjustable hopper-opening timing
- Removable product-contact parts
No responsible supplier should promise zero flower damage. The practical goal is to reduce harsh handling while maintaining stable feeding and weighing.
Compare Real Output, Not Maximum Machine Speed
A brochure may say that a pouch machine runs 40 packages per minute, but that does not guarantee that the complete line will produce 40 saleable flower pouches per minute.
Actual output can be limited by:
- Flower size and flow consistency
- Target package weight
- Weighing stabilization time
- Pouch opening success
- Child-resistant zipper stiffness
- Product settling inside the pouch
- Nitrogen-flushing time
- Coding or labeling
- Checkweighing
- Frequency of product and pouch replenishment
- SKU changeovers
The slowest process determines the line’s effective output.
Ask the supplier to define speed as accepted finished packages per minute—not empty machine cycles. The factory acceptance test should also record rejected pouches, failed pouch openings, weight deviations, and unplanned stops.
Three common automation levels are available:
- Automatic weighing with manual package handling: An operator places jars or pouches under the discharge point. This can be a practical first step for lower production volumes.
- Automatic weighing, pouch opening, filling, and sealing: This reduces manual handling and provides more stable output for growing operations.
- Fully integrated packaging: The line adds checkweighing, rejection, coding, labeling, pouch counting, cartoning, case packing, or palletizing.
Choose an automation level that solves the current bottleneck while leaving space for future expansion.
Review Changeover, Cleaning, and Package-Control Functions
Cannabis producers often run several weights, strains, and package designs. Fast operation means little if every changeover creates a long shutdown.
Ask the supplier to demonstrate a change between two real target weights and pouch sizes. Look for:
- Stored weighing and packing recipes
- Adjustable pouch grippers
- Repeatable setup positions
- Clear touchscreen controls
- Easy access to the filling area
- Quick removal of hoppers and chutes
- Settings protected by operator access levels
Cleaning is equally important. Small pieces can collect around feeder pans, hopper edges, chutes, and the pouch-filling area. Product-contact components should be accessible without requiring extensive machine disassembly.
Evaluate whether the system provides:
- SUS304 product-contact construction
- Removable weighing hoppers and chutes
- Tool-free or low-tool disassembly
- Accessible frame and filling areas
- Minimal product-retention points
- Clear cleaning and inspection procedures
The line may also require additional package-control functions:
- No-pouch/no-fill control
- Pouch-opening detection
- Checkweigher with automatic rejection
- Metal detection
- Batch or date coding
- Label application
- Vision inspection
- Nitrogen flushing
- Production-data connection
These functions support the production process, but the machine itself cannot make the final package compliant. Compliance depends on the product, jurisdiction, container, closure, label, and current regulations.

Qualify the Supplier and Compare Total Ownership Cost
The lowest machine price may not deliver the lowest cost per finished package.
Ask potential suppliers:
- Have you tested low-weight flower applications?
- Can you customize the feeder, hoppers, chutes, and pouch-opening device?
- Will you test our product and production pouches?
- How will speed and accuracy be measured during acceptance?
- Can the system connect with our existing equipment?
- What training and installation support are included?
- How quickly are replacement parts available?
- Can inspection and end-of-line equipment be added later?
- What utilities and floor space are required?
- Who provides technical support after installation?
Put the agreed performance requirements into the factory acceptance test. These should include the product, target weights, pouch types, test duration, acceptable speed, weight tolerance, pouch-opening success rate, seal acceptance criteria, and allowable product damage.
A useful request for quotation should contain:
- Flower description, photos, and videos
- Bud-size range and bulk density
- Target package weights
- Required packages per minute
- Pouch or container samples
- Package dimensions and material
- Child-resistant closure details
- Number of SKUs
- Weight-tolerance requirements

Test the Complete Process Before Buying
The right cannabis flower packaging machine must match the actual product, target weights, package design, output requirement, and operating environment.
Test the flower and package together. Document the achievable speed and weight results. Confirm that the machine can reliably open, fill, and seal the selected pouch. Make sure cleaning, changeover, inspection, and future automation are considered before the equipment layout is approved.
